BARRY D. JONES, J.D.

Barry Jones is a native of Philadelphia and a 1987 Graduate from the University of Maryland at College Park, he began his career as a financial analyst for Merck & Co., Inc where he was responsible for all financial reporting for Merck’s animal health Agvet Division. After being promotion into corporate engineering division he would later receive “The Merck Management Award”; one of Merck’s highest awards for his outstanding performance.

Upon his completion of law school at Temple University School of Law in 1995 Mr. Jones started his own company and provided management consulting services to small and mid size companies. In 1999 Mr. Jones moved to Atlanta, Georgia and shifted his focus of business to community and economic development.  Mr. Jones secured contracts with the City of Chattanooga to provide economic development consulting to their newly formed Chattanooga African American Chamber of Commerce. In addition, developed several programs for the chamber that assisted chamber members in developing business plans for start up companies.

Mr. Jones would next contract with the Bethlehem Community Center and assumed the position of Director of Economic Development. As Director of Economic Development, Mr. Jones worked very closely with the Bethlehem Community Development Credit Union in strengthening its IDA program by assisting with the financial education class for enrolling participants. While Director, Mr. Jones taught Introduction to Business Development for Chattanooga State Technical College and was contracted by the Chattanooga Metropolitan Airport Authority to write and develop their Disadvantage Business Enterprise (DBE) program.

Based on Mr. Jones’s past community work and business experience, Mr. Jones was asked to serve as Project Manager for the Chattanooga Housing Authority HOPE VI project where he was responsible for all aspects of the development from monitoring and budget compliance with the Department of Housing and Urban Development to interfacing with the selected developer and architect to assure the project moved forward on schedule.

Mr. Jones developed a keen interest in real estate while he consulted for the Martin Luther King Community Development Corporation in Chattanooga, TN where the CDC was working to redevelop a historically African American commercial corridor. Mr. Jones served as project manager on all construction projects as well as assisted in the selection of development partners, creating the redevelopment plan, and identifying funding for operational activities and land acquisition.

Among all of his endeavors, he has also worked with a national economic development-consulting firm that specializes in educating low-income municipalities to the benefits of the New Markets Tax Credit Program and would execute a $250 million New Markets Tax Credit Application (MNTC) on behalf of the Delta Regional Authority, the National Urban League, and Enhanced Capital Partners. In addition, selected by the Board of Directors of the Fulton County/City of Atlanta Landbank Authority in 2008 to act as interim Executive Director to chart a new course for the Authority. Mr. Jones oversaw the complete overhaul of the Authority and developed its strategic plan for growth and implementation of critical land banking activities.

Barry Jones is married with two children, sits on the Board of directors for LGE Community Credit Union and is a member of Kappa Alpha Psi.
